The former site of the Heilongjiang Supervisory Office is located at No. 24, Bukui North Street, Jianhua District, Qiqihar City. Zhou Shumo served as governor and was subsequently built. The Supervisory Office is the highest political commander in Heilongjiang established by the Republic of China after the Revolution of 1911. During the 38 years of the Republic of China, twelve heads of Heilongjiang performed their official duties here. It is the same as the Generalissimo Palace in Liaoning and the pseudo-imperial palace in Jilin. It is an important military command center in the three northeastern provinces. The most noteworthy thing during this period is that it was once the headquarters of General Ma Zhanshan who fired the first armed anti-Japanese war to command the Jiangqiao Anti-Japanese War. Until the merger of Heilongjiang Province and Songjiang Province in 1954, the provincial capital of Heilongjiang Province moved to Harbin, and the former site of the Heilongjiang Supervisory Office always existed as the political, economic and cultural center of Heilongjiang Province.
