　　Recently, the phase I project of wuliande Biomedical Innovation Research Institute of Harbin Medical University in Harbin new area (hereinafter referred to as wuliande project) has become the first project in China to handle the "water intake permit (drainage and precipitation)" by means of "commitment" instead of license.

　　"In less than one day, I obtained the construction qualification of water intake (dewatering) of the project, and the handling process is too convenient." The person in charge of Wu Liande project told reporters that the original enterprise needed to prepare the precipitation construction scheme in advance and submit the application for approval. After acceptance, review and on-site investigation, the whole process could be completed in two working days at the fastest. After the implementation of the new approval mode of "commitment on behalf of license", the enterprise does not need to submit the precipitation construction scheme and application for approval. It only needs to download the notice and commitment of water intake license through Harbin government service network, make a commitment according to the content of the notice, and upload the commitment to obtain the water intake license. Relevant information is pushed to the regulatory authorities through the Harbin government service platform for in-process and post supervision.
