First, we should seize the power source of scientific and technological innovation. In 2023, Heilongjiang will introduce 60 measures for innovation and development, several measures for scientific and technological innovation to lead industrial revitalization, etc., and establish platforms for the transformation of scientific and technological achievements such as the Harbin Institute of Technology Advanced Technology Research Institute and the Artificial Intelligence Research Institute, transforming 589 major scientific and technological achievements in the province, and the growth of high-tech enterprises by 22.9%. Heilongjiang will make good use of national scientific and technological innovation platform carriers such as the Harbin Daqi National Independent Innovation Demonstration Zone, strengthen major scientific and technological research, cultivate strategic scientific and technological forces, and overcome a number of original and disruptive technologies in the fields of intelligent robots, life sciences, and continental shale oil. Heilongjiang will adhere to the enterprise problem, scientific research problem-solving, market scoring, improve the enterprise-based collaborative innovation mechanism of industry, university, research and application, create an innovation and entrepreneurship ecosystem around the university compound, cultivate and introduce a number of high-tech enterprises, accelerate the local transformation of scientific and technological achievements, and strengthen new momentum for development.

In less than 2 years, the total number of human resources in Heilongjiang Province has increased by more than 260,000 people, and the talents with senior professional titles in colleges and universities have changed from a net outflow to a net inflow. We will continue to stimulate the innovation vitality of talents, promote the reform of the talent system and mechanism around salary distribution and achievement transformation, make good use of the "negative list" of scientific research funds and other systems, and accelerate the transformation of the first resource of talents into the first driving force for innovation.
