    In order to implement the decision and deployment of the Heilongjiang provincial Party committee and the provincial government on the development of digital economy, give effective play to the guiding role of government funds, and accelerate the high-quality development of digital economy, recently, Heilongjiang Provincial Department of industry and information technology and Heilongjiang Provincial Department of Finance jointly issued the detailed rules for the implementation of several policies and measures to promote the construction of "digital Longjiang" and accelerate the high-quality development of digital economy (Trial) (hereinafter referred to as the detailed rules for the implementation). The implementation rules specify that the Provincial Department of Finance shall make overall arrangements for the award and subsidy funds to support the digital transformation of manufacturing industry, the digital empowerment of small and medium-sized enterprises, the digital development of other key industries and fields, introduce and cultivate digital industrial enterprises, support the construction and application of industrial Internet platform, accelerate the development and expansion of digital product manufacturing industry We will vigorously develop software and information technology services. Awards and subsidies adhere to the principle of GSP, and all reporting units that meet the conditions specified in the policy will enjoy policy support in a fair, open and just manner.

    The reward and subsidy policies are divided into three categories: enjoy without application, recognized reward and actual subsidy.

    一、 Enjoy without application

    1. For the leading unit of the project supported by the special fund in the field of industrial Internet of the Ministry of industry and information technology, the provincial finance will give a subsidy of 20% of the central support amount, up to 1 million yuan.

    2. Won the leading unit of pilot demonstration of industrial Internet, big data, 5g and information consumption of the Ministry of industry and information technology, with a reward of 500000 yuan.

    3. For digital industry enterprises that fulfill the obligation of reporting statistics and whose operating income reaches 1 billion yuan for the first time, the provincial finance will reward the enterprise core team with 5 million yuan at one time.

    4. For the secondary nodes of industrial Internet identification analysis that have passed the national assessment and access to more than 20 enterprises, the provincial finance will give the construction unit a one-time subsidy of 5 million yuan.

    5. The provincial finance will give a one-time reward of 500000 yuan to the enterprises in the software and information technology service industry, Internet and related service industry that are newly included in the above-mentioned statistics and fulfill the obligation of statistical reporting.

    6. For software and information technology service industry, Internet and related service enterprises that have passed the software capability maturity (CMMI) assessment and obtained the rating of level 3 or above, the provincial finance will give a one-time grading reward, with a maximum of no more than 1.5 million yuan.

    二、 Recognized Awards

    1. No more than 50 demonstration and application projects of new industrial Internet models and new business formats recognized by the provincial competent department every year will be given a one-time grading reward by the provincial finance, with a maximum of no more than 2 million yuan.

    2. Cloud platform enterprises serving small and medium-sized enterprises recognized by the provincial competent department as having the role of benchmarking and demonstration will be rewarded by the provincial finance according to the number of service enterprises, with a maximum of no more than 5 million yuan.

    3. The provincial competent department recognizes 50 digital demonstration benchmark enterprises of small and medium-sized enterprises every year. The provincial finance will reward each enterprise with 500000 yuan at one time, of which the provincial "specialized and special new" small and medium-sized enterprises will be rewarded with 1 million yuan at one time.

    三、 Actual subsidies

    1. For projects that meet the following three conditions at the same time, the provincial finance will give subsidies according to 10% of the actually completed investment of the project, and the maximum amount of a single project shall not exceed 6 million yuan: it meets the scope specified in the guidance catalogue of key digital products of Heilongjiang Province, the investment amount (equipment and software) is 20 million yuan or more, and has been completed and put into operation or put into operation by stages within the reporting year.

    2. For enterprises that purchase and apply the first version of software innovation products in the administrative region of Heilongjiang Province for the first time, the provincial finance will give a subsidy of 20% of the actual sales price of the products (actual arrival and receipt of invoices are required), and the maximum subsidy for a single product shall not exceed 500000.

    3. For the non coal mine demonstration projects that have passed the acceptance and meet the smart mine standard, the provincial finance will give a one-time subsidy according to the proportion of no more than 20% of the total project investment in combination with the annual budget arrangement, and the maximum amount of a single project is no more than 10 million yuan.

    4. Establish a risk compensation mechanism for loan guarantee of enterprises in the core industries of digital economy, and give risk compensation to the loan guarantee compensation losses incurred by the guarantee institutions according to a certain amount and proportion.

    The implementation rules specify that the applicant shall meet the following basic conditions: register in accordance with the law within the administrative region of Heilongjiang Province; Having independent legal personality; The main body, main business and tax payment are all in Heilongjiang Province; It is not a dishonest person and is not included in the list of business abnormalities; Other conditions stipulated by the provincial competent department. The project application shall meet the principle of non repetition: the applicant can only enjoy one award and supplementary fund for the same project in the same year; For the same project for which the applicant has obtained the award and supplementary funds, it shall not make repeated declaration in subsequent years.
