Hu Changsheng said that under the guidance of the China Russia standing Working Group on the development and utilization of forest resources, our province is willing to jointly establish and improve the forestry cooperation mechanism of the three regions with Guangdong and the Russian Far East, do a good job in the docking of forestry development planning, and promote the continuous upgrading of forestry cooperation between the three regions with the help of mechanisms such as the China Russia local Cooperation Council, the regular meeting of the governors of China and Russia, and the counterpart cooperation between Longyue and Guangdong. Deepen cross regional cooperation in the intensive and deep processing of forestry resources, jointly promote industrial projects, realize the reorganization and value-added of cross regional factors such as capital, resources, brand and technology, and achieve more cooperation results in the fields of forest cutting, wood deep processing and ecological multiple cropping. Strengthen the construction of the carrier of forestry cooperation platform, fully release the policy effects of the superposition of China (Heilongjiang) pilot Free Trade Zone, Guangdong Hong Kong Macao Great Bay zone, Russia's leapfrog development zone and Vladivostok free port, build a cross-border forestry cooperation base and park system with linkage at home and abroad and upstream and downstream connection, and create mutual production raw materials The new mode of "cross-border chain processing" of import and export processing base and sales market. Jointly do a good job in service guarantee, promote the opening and operation of Heihe boundary river highway bridge and Tongjiang boundary river railway bridge as soon as possible, build a major channel for China Russia interconnection and improve the efficiency of port customs clearance. Jointly promote all-round cooperation in various fields, and expand exchanges and cooperation in digital economy, cross-border e-commerce, biomedicine, green and low-carbon with Guangdong and the Russian Far East on the basis of strengthening economic and trade cooperation in traditional fields.
At the promotion meeting, the memorandum of intent on cooperation between the Department of Commerce of Heilongjiang Province of the people's Republic of China and the Ministry of social economy, infrastructure, regional planning and development of the outer Baikal border region of the Russian Federation was signed. Experts from China and Russia respectively introduced the advantages of forest resources, forest protection and rational utilization of forest resources in the two places. The governments, associations and enterprises of Heilongjiang Province, Guangdong Province, Russia's coastal border region and outer Baikal border region respectively promoted forestry policies and projects.
The event was co sponsored by the Department of Commerce of Heilongjiang Province, the Department of Commerce of Guangdong Province, the Ministry of social economy, infrastructure, regional planning and development of the outer Baikal border region of the Russian Federation, the Russian Far East and Arctic development group and the Consulate General of the Russian Federation in Harbin.
