Introduction

In July 2018, Harbin was approved by the State Council as one of   the country's third batch of integrated pilot zones for cross-border e-commerce. Located in the center of Northeast Asia, Harbin is considered to be the bridgehead and hub of China's economic and trade cooperation with Russia. Its industrial advantages in equipment manufacturing, food and medicine, and the strong atmosphere of e-commerce application have provided this city with a good foundation and potential for developing cross-border e-commerce B2B exports.

In accordance with the general working idea of "giving full play to advantages, highlighting characteristics, resources coordination and supplementary development" , Harbin has developed an overall planning“1+4+N” for its development of cross-border e-commerce industry, which takes Harbin Comprehensive Bonded Zone as the core engine, China North Cross-border E-commerce Logistics Center as the hub park, Harbin Airport Cross-border E-commerce Logistics Park as the logistics carrying area, Harbin New Economic Industrial Park as the innovation zone, and the development zones in other counties and cities as the support. 

There are more than 120 cross-border e-commerce enterprises in Harbin, such as platform, logistics and big data, which provide important industrial for the construction of integrated pilot zones for cross-border e-commerce. And it has a clear advantage in cross-border e-commerce with Russia. By now, the charter flights from Harbin to Yekaterinburg have flown nearly 700 times, becoming the first brand of logistics from China to Russia. 

The governments of Heilongjiang Province and Harbin City attach great importance to the construction of Harbin integrated pilot zones for cross-border e-commerce, and have set up a joint conference system at the provincial and municipal levels for integrated pilot zones. Moreover, they have promulgated the most preferential policies concerning attracting outside investment,  to create a strong cross-border e-commerce industry clusters and innovative demonstration leading highland in China Mainland.

Investment Policy

1、The referential policies of key parks 

 ①Harbin Comprehensive Bonded Zone

First, within the Harbin Comprehensive Bonded Zone, cross-border e-commerce retail business (including import and export) under the 1210 bonded stock model and the 9610 collecting model could be carried out. And the enterprises may enjoy the preferential policies of exemption from import tariff, import link value-added tax and consumption tax at 70% tax rate.

Second, for the major projects, such as the Global 500 companies and the world top 100 enterprises, special policies and flexible measures could be adopted, in line with the actual condition. 

Third, we provide domestic and foreign enterprises with all-round specialized language help and agent services in the fields of business consultation, business registration, project implementation and market development.  

Fourth, standardized public warehouses and factories have been built in the district, and enterprises entering the zone can start their business through leasing these property. The Management Committee of Harbin Comprehensive Bonded Zone will offer rent concession , according to the specific circumstances of the project, such as exemption from rent in the first two years and a 50 percent reduction in the third through the fifth years.  

②Harbin New Economic Industrial Park

First, the district-level leaders will be responsible for the follow-up services. The whole service, such as park admission, policy interpretation, basic support, industrial guidance, technological innovation, technology finance, growth and incubation environment, will be provided to the enterprises. 

Second, the office space could be provided for enterprises .

Third,  senior executives and senior talent will be provided with executives apartment and arrangement for the children to go to school .

Fourth, the policy of equity investment. 

③Harbin Airport Cross-border E-commerce Logistics Park 

First, three-month exemption from clearance free;

Second ,office rent free for six months. 

2、The enterprises can enjoy the state, province and city preferential policies. 

First, the enterprises can enjoy the preferential policies of the national integrated pilot zones for cross-border e-commerce.

Second, the enterprises can enjoy the special funds policy of central foreign trade and economic development.

Third,the enterprises can enjoy the provincial and municipal governments’ support policy on cross-border e-commerce industry.
